EV Charging Infrastructure Planning Report Scotland
Lex Stratum are delighted to release its EV Charging Infrastructure Planning Report
for Scotland. This research is the result of a deep dive into the planning applications
submitted to Scotland’s 32 Local Authorities and 2 national park planning authorities
from 1st January 2024 to 20th June 2024.

Lex Stratum’s interest in the electric vehicle charging infrastructure sector has developed from our team’s professional experience gained working in-house at Charge Point Operators (CPOs), in private practice supporting both CPOs and host landowners, and from personal experience of being early adopters of electric vehicles.
The report includes chapters on:
- Analysis of Submitted Applications
- Analysis of CPOs
- Analysis of the Installations
- Risks & Opportunities
Executive Summary
The analysis of submitted planning applications shows a continued interest in private CPO investment into the Scottish market at a macro level. However, this investment is concentrated into 3 Local Authorities: Glasgow City Council, Aberdeen City Council and Fife Council.

The most active CPOs in terms of applications were:
- The EV Network
- PoGo Charge
- Zest
Other key findings includes:
- The majority of applications relate to existing car park sites (making up 65% of all applications).
- 71% of applications incorporated Ultra Rapid chargers.
- 46% of applications expressly referenced the incorporation of Alpitronic hardware and appears to be the charger manufacturer of choice.
- Partnerships appear to be of assistance in pushing the roll out of infrastructure (e.g. Village Hotels and Ionity; Tim Horton’s and The EV Network).
